Two types of hashtags can be differentiated on Google Plus. Blue ones
come from Google and are generated for content and the grey ones come
from you. If you do not create hashtags yourself, then Google will still
add relevant tags. They are displayed with the blue flag on the right,
next to your post.

If you don't want Google automatically hashtagging
your posts, you can disable it
To disable these Google hashtags, head to the “Settings” and scroll down
to the option “Hashtags”. You can remove the tick mark for the “Add
related hashtags from Google to my newly created posts”
