After I reinstalled Windows 7 on my laptop, I typed an email address only to discover that the @ and inverted comma keys had somehow been swapped. That is to say, whenever I pressed Shift+2, an @ symbol appeared and when I pressed Shift+’, an ” appeared. I racked my brains as to what might have caused the problem and it occurred to me that Windows might have defaulted to a US keyboard rather than a UK one.
To change this option, you need to open ‘Clock, Language and Region’ from the Control Panel and click ‘Change keyboards or other input methods’. Next, click ‘Change keyboards’ and make sure that English (United Kingdom) is set as your default input language.

If it's not listed, click the Add button alongside ‘Installed services’ and find English (United Kingdom) in the drop-down list. Once you've done this, your keyboard should work as normal again.
